What it means

Not triggerable in a hermetic recipe.

This refusal needs a dependency file with bytes that match neither the current nor the previous pin — a nested dependency path no recipe can plant. If you meet the code in real output, read it as “the local copy matches no pin” and restore the pinned bytes or pin the new ones explicitly.
