LDC-W5301 — A holder named by office, not by name

What it means

A power names the body allowed to wield it. Sometimes that body is named directly — this ministry, that office-holder. Sometimes it is described by form instead: the office, the role, the seat. A description does not reconcile against the issuer named on the act the way a direct name does, so the engine warns: the issuer is not matched to the holder, and the match is deferred to the moment the power is exercised.

The warning marks a postponed check, not a broken chain. Name the holder directly and the warning clears at once. If the power genuinely belongs to whoever holds the office at the time, keep the description — the check then happens where it belongs, at exercise, and the warning is the honest record of that.
