The valid_when breach_material(s, c) form over an external judgment relation (PenaltyRule). The answer is NEITHER + REQUIRES_JUDGMENT, which is correct, but the author must check evaluation_status, not only truth_status.

Verdict: disputed. The form is legal; reading the answer is a common mistake.
