## What it means

Not triggerable in a hermetic recipe.

This refusal needs a project file to change after the tool snapshots it but before the tool commits — a concurrent edit inside one operation. A recipe runs a single command over static files, so the race cannot arise. If you meet the code in real output, read it as "retry" — nothing was overwritten.
