## What it means

Not triggerable in a hermetic recipe.

This refusal needs a registry that opens fine but holds no such package — a version index that exists yet lists nothing usable. That index lives in a nested registry path no hermetic recipe can plant, and every other lookup failure on the way there surfaces as a different code. If you meet the code in real output, read it as "this registry never published that name" and check the name and the registry.
