# LDC-E5307 — Act subject exceeds the power

## What it means

A power grants competence over its subject and nothing beyond it. The
checker reconciles every declared subject of the subordinate act against
the union of the subjects of the authorizing powers. A subject the powers
do not cover reaches past the granted competence — the act regulates
what it was never empowered to regulate — so the checker stops at the
surplus and names the covered subjects beside it.

Narrow the act to the granted subject, or ground the surplus part in a
further power that covers it.
