# LDC-E5306 — Publisher differs from the power holder

## What it means

A power names the body allowed to wield it, and the issuer of the
subordinate act must be that body. When the issuer is a different body
than the holder of the authorizing power, the competence belongs
elsewhere — the act is issued by hands the power never empowered. The
checker stops at the mismatch and names both sides: the issuer and the
holder.

Issue the act through the holding body, or ground it in a power whose
holder is the issuer.
