# Source inventory: EAI_EDITION, candidate v3

Fate map over content units, not whole articles: articles 8, 9, 16, 17, and 19 carry mixed statuses (formalized, assumed, and excluded units side by side). Counts reconcile: seven formalized units plus two assumed units plus seventeen excluded units plus zero unprocessed. Supersedes v2: the v2 Article 17 row hid the minimum-premium unit and the correction-coefficient article entirely (finding EAI-R3); every unit below now carries its own fate.

*Correction 2026-10-03 (review round 3): the as-first-filed v3 still left Article 16-1, Article 17 points 3–5, Article 19-1, and the remainders of Articles 8 and 9 without explicit rows. The seven rows marked [round-3 addition] close that gap; no model rule changed. Amendment footnotes ("Сноска" lines) carry no normative content for the slice and are not counted as units — except the Article 19-1 footnote, whose temporary-status note is recorded in that row.*

## Unprocessed

none — every unit dispositioned.

## Decision flags

- EAI-D1: tariff shape — one decision table or twenty-two strict rules (representation choice; judged by traceability, not by a distinguishing test).
- EAI-D2: payout bound — inclusive or exclusive at each end (killed both ways by the two boundary pairs).
- EAI-D3: penalty rounding — exact product or rounded units (smuggled HALF_UP/0 rounding killed by the fractional probe).
- EAI-D4: premium base — payroll times rate or insured sum times rate with the minimum floor (S≠F probe plus floor and boundary probes).
- EAI-R1: closed — employer branch added with rule, tests, and this inventory row.
- EAI-R3: closed — premium base and minimum modelled with rules, tests, and the five Article 16/17 rows above.
