## Question

What does an employer owe, and what does a worker receive, under the covered branches of five articles of the employer accident-insurance act? Asked by case handlers preparing employer duty, premium, payout, employer-reimbursement, and penalty answers. The premium answer is the Article 17 amount before Article 17-1 adjustments — for cases without such adjustments.

## Case categories

## Applicability

Employers and workers under the Kazakh employer accident-insurance act, for cases dated within the pinned edition. Answers apply to the duty, premium, payout, employer-reimbursement, and penalty questions only; eligibility edges are the tariff table bounds and the two loss intervals below (see Limits).

## In scope

## Limits

- Penalty exact with no rounding step (see EAI-D3).
- Premium answers assume S at or above payroll without checking: feeding an insured sum below payroll still computes. The minimum-wage figure is case input; no statutory value is pinned and no monthly-annual conversion is performed.
- Risk-class attribution (Article 17 point 3) is assumed correct case input: the package never derives the class from activities, branches, or personnel-provision contracts.
- Tool support is `law` 0.1.0 only: the debug 0.1.1 build answers NEITHER on all twenty-eight Money checks, so no verdict here covers it.

## Inputs

Per case, the package requires: the employment relation (who employs whom); the risk-class assignment per employer; the payroll figure per employer; the contract insured sum per employer; the minimum-wage figure; the loss percent per worker; the overdue amount with days delayed per worker. No answer derives without its inputs; missing inputs leave the question undecided, not denied. Payroll is carried by premium cases but no premium rule reads it since EAI-R3.
