## Question

What does an employer owe, and what does a worker receive, under the covered branches of four articles of the employer accident-insurance act? Asked by case handlers preparing employer duty, premium, payout, employer-reimbursement, and penalty answers.

## Applicability

Employers and workers under the Kazakh employer accident-insurance act, for cases dated within the pinned edition. Answers apply to the duty, premium, payout, employer-reimbursement, and penalty questions only; eligibility edges are the tariff table bounds and the two loss intervals below (see Limits).

## In scope

- Article 8, employer duty to insure: the duty rule establishes the duty for each employer with employees.
- Article 17, tariff classes with premium: twenty-two strict tariff rules plus the premium rule, premium as payroll times rate.
- Article 19 point 1, insurer payout branch: payout for capacity loss from thirty through one hundred percent (pinned bytes, line 364).
- Article 19 point 1, employer reimbursement branch: the employer reimburses harm for capacity loss from five through twenty-nine percent (pinned bytes, line 363). Added by closing finding EAI-R1: the v1 card listed article 19 as covered while this adjacent branch had no rule, no test, and no recorded exclusion — a gap inside a promised article, not a reading dispute.
- Article 9, late-payment penalty: the penalty rule, unpaid times 0.015 times days, exact.

## Out of scope

- Articles 1 through 7, 10 through 16, 18, and 20 through 28: outside the four-article slice. Each stays out because no case category in this package asks its question; revisit on scope widening.
