Article 19 conditions payout on capacity loss from thirty through one hundred percent.

## Options considered

- Inclusive at both ends: thirty qualifies, one hundred qualifies.
- Exclusive lower bound: thirty stays out, thirty-one is the first qualifying loss.
- Exclusive upper bound: one hundred stays out.

## Position

Inclusive at both ends: thirty qualifies and one hundred qualifies.

## Justification

The range wording of the article gives no exception at either end. With strict rules the payout rule then stays silent outside the range instead of denying, which matches an act that simply does not speak of losses below thirty.

## Distinguishing scenario

Two boundary pairs, one per end: EAI-LOSS-THIRTY-QUALIFIES / EAI-LOSS-TWENTY-NINE-IS-NOT-INSURER-PAYOUT at the lower end, EAI-LOSS-100-QUALIFIES / EAI-LOSS-101-SILENT at the upper end. Each weakening fails exactly its pair on a scratch copy: dropping the upper guard trips only the 101 check; narrowing to below-100 trips only the 100 check; excluding thirty trips the thirty check plus the world probe and the property that read the same bound. The lower pair alone never tested the upper end.

## Assumptions

- Loss percent arrives as an integer number of percent between zero and one hundred; the package validates no other domain.
- Silence below thirty is intended: the act does not speak of insurer payout there, so the rule stays silent instead of denying.

## Consequences

Losses below thirty derive no insurer payout and no denial; the goals property inherits the same bound. The employer branch for losses five through twenty-nine is a separate gap (EAI-R1), not a consequence of this bound reading.

## Open questions

- Loss above 101 stays silent with no check pinning that silence; negative loss is untested. The scope card records both as residual limits.
